St. Clair Township Board Meeting Supervisor Mahaffy called the meeting to order at 7:00 p.m. with the Pledge of Allegiance to the Flag. All Board Members present. 1. Moved by Treasurer Miskus. Seconded by Trustee Karas to approve the minutes of the 6/20/2011 Township Board Meeting. Motion carried. 2. Moved by Trustee Boulier. Seconded by Trustee Karas to pay all bills.
Roll call: Yes-Trustees Karas, Boeck, Boulier & Hovis, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. Motion carried. 3. Citizens who wish to address the Board:
1. E. Peet- Dead trees in ditch on Big Hand Road. 4. Township Board discussed water/sewer tap in fees. Moved by Trustee Hovis to set the water/sewer taps fees at $1,000.00 for water/ $750.00 for sewer. No support. Moved by Trustee Karas. Seconded by Trustee Boulier to set water/sewer tap fees at $1,000.00 for water and $1,000.00 for sewer. Roll call: Yes-Trustees Karas, Boeck and Boulier, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffey. No-Trustee Hovis. Motion carried. 5. Moved by Clerk Skonieczny. Seconded by Trustee Karas to adopt Resolution No. 11-11.
RESOLUTION No. 11-11 A regular meeting of the Township Board of the Township of St. Clair, County of St. Clair, Michigan, held in the Township Hall on the 18th day of July 2011 at 7:00 p.m. Eastern Daylight Time.
Present: 7 The following preamble and resolution were offered by Clerk Skonieczny and supported by Trustee Karas. WHEREAS, ORDINANCE 71 AND 76, provide that premises connected to and users of the St. Clair Township Water Distribution and Sewer Retention System shall pay fees and charges as set by resolution of the Township Board, and WHEREAS, the Board of Trustees have, by Ordinance, defined these fees and charges for premises connected to the St. Clair Township Water Distribution and Sewer Retention System: and WHEREAS, the Board of Trustees has reviewed and considered the fees for premises connected to and users of the St. Clair Township Water Distribution and Sewer Retention System. NOW, THEREFORE, BE IT RESOLVED, that the fees for new water and sewer users, provided the watermain and sewer system has been constructed are as follows: Water

$1000.00 Should a meter pit and stop box connection be required, there will be an additional charge. This resolution is hereby adopted and shall be effective as of July 18, 2011. All resolutions and parts of resolutions insofar as they conflict with the provisions of this resolution be and the same hereby are rescinded. Seconded by Trustee Boeck to approve the Fireworks Display Permit for 7204 Rattle Run Road on August 6, 2011. Roll call: Yes-Trustees Karas, Boeck, Boulier & Hovis, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. Motion carried. 7. Moved by Clerk Skonieczny. Seconded by Treasurer Miskus to adopt Resolution No. 11-12. Resolution No. 11-12 WHEREAS, the St. Clair County Road Commission has established the Local Road System Funding Assistance Program through Policy No. 75, as revised October 6, 2009; and WHEREAS, the Local Road System Funding Assistance Program provides matching funds to the townships for the improvement of local roads in St. Clair County; and WHEREAS, said matching funds are available to the townships on an annual basis up to $100,000 per project; and WHEREAS, St. Clair Township has identified a need to improve Pug Road, Neuman Road & Blue River Gardens Subdivision roads using the Local Road System Funding Assistance Program; NOW, THEREFORE, BE IT RESOLVED, That St. Clair Township makes application to the St. Clair County Road Commission for funding under the Local Road System Funding Assistance Program for the year 2012 for the above named roads; and FURTHER, That Brian Mahaffy be authorized to sign the application on behalf of St. Clair Township. Township Board discussed Off Road Vehicle Ordinance Concensus of the Township Board is Option 2 County-wide Ordinance to be adopted by the Board of Commissioners. Uniform for all local units. 9. Old Business: 1. Township Board discussed sidewalk/bike path on Cox Road. Residents in attendance not in favor. No action taken. 2. Township Board discussed employee yearly review and employee insurance. Treasurer Miskus will get information regarding directive from State regarding 20% copay by employees. 10. Call from the table. 1. Discussed locating water shut off and costs on property off River Road. Supervisor Mahaffy will discuss with D.P.W. Don Chopp. 2. Discussed bike path on M-29. Supervisor Mahaffy will get information for next meeting. 11. Moved by Trustee Karas. Seconded by Trustee Boeck to adjourn. Meeting adjourned at 8:25 p.m.
