Supervisor Mahaffy called the meeting to order at 7:00 p.m. with the Pledge of Allegiance to the Flag. All Board Members present.

 1. Moved by Trustee Karas. Seconded by Trustee Miskus to approve the minutes of the 8-15-2011 Township Board Meeting. Motion carried.

 2. Moved by Trustee Karas. Seconded by Clerk Skonieczny to pay all bills.

Roll call: Yes – Trustees Karas, Boulier, Boeck & Hovis, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. Motion carried. 

3. Stephanie Matt 5272 Yankee Road addressed the Township Board regarding a 5 and 10 acre land split for the above address. The five acre split does not meet the required 220 feet of frontage per parcel (165 feet). Consensus of the Township Board is the combined parcel has a total of 495 feet that could be divided into two parcels that meet the zoning requirement.

 4. Township Board discussed proposed Bike Path Route.
                        1. South side of Yankee Road at Pug Road to River Road.
                        2.Yankee Road to M29 to Axle Plant.
                        3. South Side of Yankee Road to St. Clair City Limits.

Request for bids for the Engineering for the proposed Bridge to Bay Path Extension Project will be requested.

5. Tabled Ordinance change. 

6. Moved by Clerk Skonieczny. Seconded by Trustee Boeck to allocate $250.00 for the Euchre Party and $500.00 for the Pick a Pumpkin in the Township Park from the Recreation Budget. Roll call: Yes – Trustees Karas, Boulier, Boeck & Hovis, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. Motion carried. 

7. Moved by Trustee Hovis. Seconded by Treasurer Miskus to change the Employee Manual on Funeral (Bereavement) Leave.

            Funeral (Bereavement) Leave 

Full time employees are entitled to take up to three (3) workdays with pay to attend the funeral and take care of personal matters related to the death of a member of your immediate family. (A parent, spouse, spouse’s parents, child, spouse’s child by former marriage, brother or sister). Three (3) days of paid funeral leave will be granted in the case of the death of a grandparent, your spouse’s grandparent or sibling, or any member of your extended family living in your home. If you are a part-time employee you are not entitled to the funeral leave benefit.

Roll call: Yes – Trustees Karas, Boulier, Boeck & Hovis, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. Motion carried. 

8. Moved by Clerk Skonieczny. Seconded by Trustee Karas to contract with the County Road Commission to survey and design the replacement of the Cuttle Drain Culvert $2500.00. Roll call: Yes – Trustees Karas, Boulier, Boeck & Hovis, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. Motion carried. 

9. Moved by Trustee Boulier. Seconded by Trustee Karas to adopt Resolution 11-13.

Resolution of Intent Opposing Incorporation as a Charter Township
St Clair Township
St Clair County, Michigan
 

WHEREAS, the Township Clerk has been notified by the Secretary of State of the State of Michigan that St. Clair Township has a population of 2,000 or more inhabitants, excluding the population of any incorporated village and notice of that notification was duly published in the Port Huron Times Herald, a newspaper of general circulation in the township, as required by law, and

WHEREAS, under the provisions of MCL 42.3a, the Township is eligible to be incorporated as a charter township by resolution of the Township Board, and  

WHEREAS, after notification is received by the clerk, the township board may adopt, by a majority vote, a resolution opposed to incorporation, and 

WHEREAS, the Township Board does not desire to incorporate as a charter township. 

NOW, THEREFORE, in consideration of the foregoing, IT IS HEREBY RESOLVED that the Township Board does hereby declare its intent to not incorporate St. Clair Township as a charter township. 

Roll call: Yes – Trustees Karas, Boulier & Boeck, Treasurer Miskus, Clerk Skonieczny and Supervisor Mahaffy. No – Trustee Hovis. Motion carried. 

10. Moved by Trustee Hovis. Seconded by Treasurer Miskus to chloride gravel roads at the discretion of the foreman. Roll call: Yes – Supervisor Mahaffy, Treasurer Miskus, Trustee Hovis. No – Clerk Skonieczny, Trustees Boulier, Boeck and Karas. Motion failed. 

11. Call from the table: Trustee Boulier reported that the St. Clair Township Recreation Committee is 100% in favor of the Canoe Launch, but would like to see the bike path finished first. Trustee Hovis questioned status of the new fire hall and approach on Carriage Lane. 

Moved by Treasurer Miskus. Seconded by Trustee Boeck to adjourn. Meeting adjourned at 8:09 p.m.
