Supervisor Mahaffy called the meeting to order at 7:00 p.m. with the Pledge of Allegiance to the Flag. Roll call: Present, Trustees Boeck, Hovis, Boulier, Clerk Skonieczny. Excused, Treasurer Miskus, Trustee Karas. 

1. Moved by Trustee Boulier. Seconded by Trustee Boeck to approve the minutes of the 9-19-2011 Township Board Meeting. Motion carried. 

2. Moved by Trustee Boulier. Seconded by Trustee Boeck to pay all bills with exception of BMJ in the amount of $180.00.

Seconded by Trustee Boeck that Township Board Members and Planning Commission be allowed to attend the St Clair County Metro Planning Commission’s Fall Workshop on 10-27-2011. Roll call: Yes- Trustees Boeck, Hovis and Boulier, Clerk Skonieczny & Supervisor Mahaffy. Motion carried. 

5. Moved by Clerk Skonieczny. Seconded by Trustee Boulier to put on the Township Website bids for the Township Truck Cap. Motion Carried. 

6. Moved by Trustee Boulier. Seconded by Clerk Skonieczny to adopt Ordinance No 183.

Ordinance No. 183 

An Ordinance to Amend the Zoning Ordinance No. 128 ofSt. Clair Township by the Amendment of the Following:

 THE TOWNSHIP OF ST. CLAIR ORDAINS:
SECTION 6.    GENERAL PROVISIONS

            6.2.1 – GENERAL REGULATIONS
                        D. EXCEPTIONS

                                    1. Simultaneous Construction – A detached accessory structure may be
                                    erected in the RU-Rural District, RS-1 and RS-2 Districts with five (5) or
                                    more acres prior to or simultaneously with the construction of the
                                    principal building, provided that compliance with the following are
                                    obtained:
                                                a. The issuance of and payment for a valid building permit for the
                                                principal structure, which must be started within six (6) months of
                                                the issuance date and

                                               

b. The submittal of a performance guarantee, in the amount of five thousand ($5,000) dollars. 

SECTION 10. Nonconforming Lots, Uses and Structures
            10.8 Regulations Pertaining to Class B Nonconforming Uses and Structures
                        10.8.3 RESTORATION – No Class B nonconforming structure shall be repaired
                         or reconstructed if damaged by fire or other casualty to the extent that the cost
                         of construction or repair exceeds fifty (50%) percent of the reproduction cost of such 
                           structure.

                                    A. Exception - Any residential use in any zoning district as long as it
                                    maintains the existing foot print of the structure being repaired or
                                    replaced.
 

Roll call: Yes – Trustees Hovis & Boulier, Clerk Skonieczny and Supervisor Mahaffy.
No – Trustee Boeck.  Motion carried.
 

7. Call from the table.
1. Supervisor Mahaffy discussed live search on the Twp Website, will obtain more  information.
2. Trustee Hovis will bring back information to the next meeting regarding Canoe Launch and Carriage Lane approach.
